Yevmieshkina O. Theoretical and methodological principles of modernization of the system of state strategic planning in Ukraine

In the Thesis is theoretical generalization and new solution of actual problem of Theoretical and methodological principles of state strategic planning modernization system in Ukraine in Public Administration. It is determined that the country's development strategy, based on the long-term forecast, should create a tree of goals from the state level to the sectoral, regional, and local levels and provides hierarchical subordination. Political leadership provides and exercises control and influence on the power tools through the hierarchical nature of the state development strategy. The starting point in this hierarchy is the higher (state) level, according to which the coordination of strategies of other levels. The analysis of theoretical developments concerning the state strategic planning is carried out, proceeding from which it was discovered that the concept of strategic planning arose in the organizational environment in order to overcome competition. The connection of strategic planning and state policy as a result of studying the works of scientists of public administration of Ukraine and foreign countries has been analyzed.
