Essay

The dissertation is devoted to theoretical, methodological and applied aspects of statistical modeling of institutional support for the transformation of national economies in order to overcome the effect of dependence on the trajectory for countries of different institutional development levels. It is revealed that according to modern theories, transformation is an inherent process and does not necessarily lead the economic system from the phase of the planned economy to the phase of a stable market. It is proved that for correct statistical modeling it is necessary to consider economic processes through the prism of a new institutional theory, which allows to reveal trajectories of economic development taking into account geographical features, history, culture and place of political elites. It is the institutional approach in statistical simulation that provides a fundamental understanding of the complex processes of transition from extractive institutions to inclusive ones. In this case, the completeness and quality of statistical information are integral factors of the state planning system and also depend on the rules and norms (institutions) adopted in the country. The theoretical and methodological bases of modernization of the system of statistical indicators of socio-economic development in Ukraine are proposed, which should include the concept of large and open data, as well as elements of institutional statistics, which involves a statistical study of informal and extractive institutes that dominate in Ukraine and determine the trajectory of its economic development. For a thorough statistical modeling of institutional support for the transformation of the national economy, three groups of countries were selected: East European Bonding (Ukraine, Moldova, Belarus, Lithuania, Latvia and Estonia), the Visegrad countries - Poland, Hungary, the Czech Republic and Slovakia, as well as a set of 15 countries (from Singapore to Afghanistan) reflecting economic systems differentiated by the level of development and the institutional environment. Using regression analysis, the influence of traditional macroeconomic indicators on the national economy was evaluated. Revealed certain regularities, which allow to identify the stage of transformation of the national economy in the current conditions of globalization, which is based on the use of models of panel data. Identified that panel data is an effective tool for identifying the mechanisms of formation of statistical laws of development of the national economy under the influence of globalization, institutional environment, technological progress, etc. The static significance of the growth of the share of services in the structure of GDP, which is an integral part of globalization, is proved. Particular attention in static modeling draws on the human factor - the development index (human development). Methodological bases for statistical modeling of institutional factors are developed. The concept of "institutional statistics" was introduced into the economic discourse. The ways of implementation of the concept of large data in Ukraine are proposed. The expediency of using an institutional paradigm in the statistical study of the transformation of national economies through the introduction of intermediate institutions in the society as a transmission mechanism for the transition to inclusiveness, namely, the introduction of selective taxes, reforming the courts and improving the efficiency of governments, creating demand for educated human capital, approaching the order of the state open access, reformatting a public contract. This made it possible to include in the statistical models institutional support for the transformation of national economies, differentiated by the level of institutional development of a number of factors that explain the trajectories of economic development and expand the research area of statistical science.
