In the thesis on the basis of modern methodological approaches of historical-legal science, study of scientific literature, legal sources, archival documents and materials is comprehensively investigated organizational, investigative, forensic and criminal procedural issues of the activities of secret police in the Ukraine during the Russian Empire (1880–1917), i.e. since the inception at the Kyiv city police first in Ukraine specialized criminal investigation division (detective part) and to the fall of the Russian autocracy. A comprehensive historical and legal analysis of scientific forensic thought in the Ukraine (middle of XIX – beginning of XX century) is carried out, the process of origin and development of the police forensic units in the Ukrainian lands, innovative activities in the case of criminal investigation head of the Kiev branch of the detective G.M. Rudiy, as well as the competence of personnel and problems of the central and regional siknik institutions.
