The thesis is devoted to the scientific substantiation of theoretical, methodological approaches and the development of practical recommendations for ensuring the effectiveness of the management of an educational organization based on multidimensional evaluation of the quality of its activities in market conditions. The object of the study is the process of managing the activity of the educational organization in market conditions of management. The theoretical and methodological approaches to management of the educational organization based on the concept of TQM and the concept of social and ethic marketing were formed in the thesis. The conceptual scheme for operations management ensuring of the educational organization was proved on the basis of the system and cybernetic model as well as a multidimensional assessment of quality in order to achieve the complex purposes in the sphere of the higher education. The analysis of a condition of operations management of the domestic educational organizations in market conditions of managing was carried out. According to it system problems were revealed in order to eliminate tendencies of the educational organizations development in the country and in the conditions of globalization and internationalization. As well as in the field of quality they were defined due to development of methodical tools for quantitative assessment of SWOT-analysis factors. The methodical approach to formation and realization of quality management system of the educational organization based on requirements of the national DSTU ISO 9001:2015 standard "Quality management systems. Requirements" was improved. Scientific and methodical approaches to monitoring of external and internal factors of influence on quality of the educational organization were improved and divided into factors according to functional features. The classification system of rating models for quality assessment of the educational organization was improved according to proved elements and criteria and it forms a multilevel structure which is characterized by indistinct sets of results in the educational organization. The scientific and methodical approach to formation of system and cybernetic model of operations management of the educational organization was developed and based on the multidimensional quantitative method of Pareto. Conceptual foundations of the system and cybernetic model implementation of operations management in the educational organization were developed on the basis of the function of usefulness in order to increase the level of quality. The methodical approach to assessment of quality of scientific and pedagogical employees in the educational organization was developed and based on methods of direct, indirect and negative stimulation.
