In the thesis are proved theoretical bases of public management of educational changes as subspecies of social management, possibility of application of modern theories of educational changes in strategic planning, programming, modeling, design of processes of reforming of education in modern Ukraine. Institutional influence of the state on process of realization of educational changes is analyzed for the purpose of prevention of problem situations in a control system of education, ensuring synchronism of transformations on different links of difficult system of the social sphere which the educational branch is, minimization of difficulties on the way of realization of educational changes and increase in their useful effect. The basic concept of development of education ‒ educational change is conceptualized. It is disclosed procedural aspects of educational changes, the objective nature of changes in education as branch which has safety measurement is proved and then, it is necessary the purpose of development of an education system, proceeding from relevant and objective requirements of society. The essence and features of philosophical and methodological and theoretical bases of the research of public management of educational changes in Ukraine in the context of world and national public processes is analyzed and opened. Special signs, functionality of educational changes are characterized, their typology in modern theoretical interpretations are defined. The subject field and categorical management personnel by educational changes with use of synergetic approach is explored. It is disclosed the content and specifics of educational changes as tool base (subsystem) of organizational development, the place of the theory of educational changes in theories of the organization is proved. The universal methodological schemes of successful introduction of the planned educational changes corresponding to selective model of management of changes are selected. Reasonably scientific bases of educational changes as objects of public management are characterized by tendentiousness of public management of educational changes on the basis of collective nature. Features of regulatory influence of the state on process of introduction of educational changes on nation-wide, regional and the level of educational institution for the purpose of providing guarantees of realization of constitutional right of the person for education are revealed, it is carried out by means of the system of public management of education. Practical recommendations about improvement of legal bases and optimization of administrative and organizational actions of reforming of education in modern Ukraine are developed.
