The dissertation is devoted to solving the topical scientifically applied issue of developing an information technology aimed at enhancihg the effectiveness of procedural solutions to minimize hazardous emissions into the antropogenic environment. The paper substantiates the selection and elaboration of non-trivial data - method of the anthropogenic sensine and optpgalvanic physico-chemical effects necessary for creating the structure and media of selection sensor for data filowg in the monitoring system of the anthropogenic environment of power - active objects at thermal power plants and technology-generated objects based on developingnen information technologies for selection and development of heterogeneous data, their interpretation to assess the pollution level, emission concentration, disaster risk. To make appeopriate decisions, the following methods have been employed, viz those of system analysis, logic, expert assessment; ways and methods for evaluating the revelation of the structure hierarchic models, viz methods of the theory of hierarchic systems and category analysis.
