For the first time, on the basis of the modern European model of cooperation between different levels of public authority, the author has for the first time substantiated the fruitfulness of the traditions of decentralization of public power in Ukraine. The theoretical approaches to the identification of European and national traditions of decentralization of public power on the basis of economic, political, administrative-territorial criteria (factors) with which one can determine the signs of decentralization of public authority in different countries at different periods are developed. The concept of improving the system of public authority in Ukraine based on the tradition of decentralization is proposed.
