Simkiv L. Regional policy of Ukraine in the conditions of disproportionate economic growth.

The theoretical foundations of the regional economic policy, its essential characteristics, functions, components and its influence on the socio-economic development of the regions are revealed in the thesis. The goals of regional economic policy in the context of the theories of economic growth are substantiated. These goals aim at concentration of financial resources in the regions, establishment of partnership relations between all branches of government, ensuring of transparency and coordination of administrative decisions, taking into account the interests of all participants in these relations in order to ensure the growth of the competitiveness of the regions and territorial systems of the basic level. The methodological bases of the formation and implementation of regional economic policy have been developed, suggestions on improving the mechanisms of ensuring economic growth in the regions have been determined.The analysis of disintegrative processes of socio-economic development of regions of Ukraine, which produce stable in space and time deviations of conditions and results of socio-economic development of territories, is carried out. The methodological approach to the assessment of disproportionality of the economic development of the regions made it possible to determine time parameters of dynamics, the scale of inter-territorial disproportions of economic growth and to identify the reserves of ensuring the process of their economic growth.The conceptual principles of the formation and implementation of the regional economic policy that reflect its basic principles and vectors of managerial influences under the conditions of modern reforms and aim at providing endogenously-oriented development of territories are developed. The basic principles of formation and mechanisms of implementation of the given policy are substantiated. The strategic priorities are defined and perspective directions of improvement of the regional economic policy in the conditions of economic growth disproportionality are formulated.
