Essay

The thesis substantiates the theoretical and methodological principles of formation the mechanisms for government regulation of in-service training for senior executives of public authorities and elaborates scientific and practical recommendations for their improvement in the conditions of public administration reformation in Ukraine. The essence of in-service training for senior executives of public authorities is specified in three aspects: the component of their professional training system, the process and the result of training. The classification of its types is improved depending on the purpose, orientation and periodicity of training, formality of education, levels of managerial hierarchy and other essential features. The problem of determination of in-service training effectiveness and efficiency is investigated. The expediency of their analysis by the “benefit-cost” method and expert assessments method is substantiated.
