In the dissertation the theoretical generalization and the new solution of an important problem connected with the development of theoretical and methodological and practical principles of providing information and technological development of the region's economy in the conditions of the development of the information society and deepening of regional disproportions were made. The author's vision of the information paradigm is formulated. The conceptual and terminological apparatus of the regional economy is developed with new terms and concepts in the system of «information and technological development of the region». Improved classification of IT by expanding classifications based on the specifics of IT use to provide information and technological development of the region's economy and management of cities and regions. It is substantiated that the provision of information and technological development of the regional economy should be based on the combination of the main provisions of theories of regional development with the theories of information and technological development of society.
The methodical approach to assessing the level of informatization of the regions based on the calculated integral index, regional clusterization and assessment of informatization convergence (divergence) of regions is proposed. According to the results of its testing, groups of regions with a high, medium and low level of informatization have been identified, regional leaders and outsiders have been identified and a significant informational gap between the regions has been identified.
Information technology factors of the regional economy development are structured into two groups: «The level of IT use» and «Security with technical devices». Factors determining influence is the information field of the region, the Internet, Grid-technology and legal field. The analysis of transformational changes in the regional economy under the influence of these factors has been carried out. Scientific and methodological foundations of the use of IT in combination with various economic and mathematical methods and models for the study and analysis of various aspects of the functioning of subsystems and networks of the region have been developed.
It is proved that state and regional management and city management is becoming more effective with the improvement of the structure and content of information provision of territories development, application of technologies Big Data, GPS technologies, cloud technologies and technologies of business analytics. It is substantiated that GPS-technologies are capable of increasing the efficiency of managing the processes of functioning of cities and regions and controlling their socio-economic development. Therefore, it is necessary to develop a set of measures aimed at increasing the availability of cloud technologies and business intelligence tools for authorities, small and medium-sized businesses.
It is proposed to use social networks more actively in the work of the authorities of different levels in Ukraine. The process of estimating the openness of the authorities to dialogue with the population in social networks is described and schematically presented.
It is proved that spatial development of cities and regions is undergoing significant improvements after the introduction of Internet and mobile banking technologies, cashless technologies, NFC technologies, QR-coding technologies, Wi-Fi technologies into practice. A special place in the spatial development of territories is also given to the construction of various structures for IT business.
The conceptual provisions of the development of «smart cities» have been formed, which should serve as a basis for developing the concepts of transforming the existing cities of Ukraine into «smart cities», and subsequently «smart cities» into «smart regions». The importance of involving the IT sphere of the region in this process is emphasized. Risks are outlined (lack of funding, adaptation of foreign experience, loss of data, inequality in the quality of various built-in smart technologies, populism, obsolete or underdeveloped elements of infrastructure), which may result in incomplete, partial or inadequate smart-transformation of urban infrastructure.
The relationship between different levels of economic security and threats emerging in the process of development of the IT sphere and application of information technologies is outlined. The basic elements of the system of economic security of the region, connected with the intensification of informatization processes and development of the IT sphere, are determined and described. The system of indicators of economic security of the region and their thresholds are substantiated. The mechanism of its provision is developed.
