Yevsyukov O. Unification of the mechanisms of public administration of the social and economic security in Ukraine.

The solution of a scientific problem on justification of theoretical and methodological bases and also on development of scientific and applied recommendations about unification of public administration of the social and economic security is proposed in the thesis. The modern approaches to determination of the essence and content of the state social and economic security are characterized within the research of theoretical bases of a modern paradigm of the state social and economic security public administration; the factors and threats of forming of public administration of the state social and economic security ensuring are systematized and also the review of modern concepts of public administration of the state social and economic security ensuring is carried out. The methodology of research of formation of public administration of the social and economic security of the state in the conditions of modern calls is developed. In particular, the methodological approaches to definition of modern calls and criteria of the state social and economic security are allocated; the model of the state social and economic security ensuring in the conditions of modern calls is evidence-based and also the methodology of creation of mechanisms of public administration of the state social and economic security in the conditions of modern calls is offered. The assessment of modern mechanisms of public administration of the social and economic security of Ukraine is carried out, in particular: the order of public institutes’ interaction public institutes concerning state social and economic state security ensuring is determined; the introduction of state mechanism of diagnostics and prevention of threats of social and economic security of Ukraine is analyzed and also the features of the legal mechanism of the state social and economic security ensuring in Ukraine are estimated. The complex of measures concerning increase in efficiency of public administration of the social and economic security ensuring in Ukraine is developed, in particular: the processes of functioning of the organizational mechanism of the state social and economic security ensuring in Ukraine are improved; the approaches to modeling of the system mechanism of the state social and economic security ensuring in Ukraine are offered and also the priorities of increase in efficiency of the state policy on ensuring of the social and economic security of Ukraine are allocated. The introduction of the following latest information technical means of ensuring of functioning of mechanisms of public administration of the social and economic security in Ukraine are recommended: development of the uniform interdepartmental automated system of collecting, storage and processing of information at implementation of all types of the state control, including communication of databases of public authorities and local government; creation of the operational center of information processing and decision-making; improvement of technology of formation and maintaining of statistical data on social and economic development according to the international standards. The unification of mechanisms of ensuring of the social and economic security of Ukraine is carried out. In particular, the concept of unification of state mechanisms on ensuring of the social and economic security of Ukraine is developed; the ways of improvement of state mechanisms on ensuring of the social and economic security of Ukraine are allocated and also the prospects of the state social and economic security of Ukraine ensuring are outlined. The prospects of the state ensuring of the social and economic security of Ukraine are defined. The short-term forecasting of indicators of the social and economic security on the basis of analysis of their retrospective values with the help of the developed instrumental and methodical means for the purpose of determination of prospects of development of the real sector of national economy and also for identification of its influence on a social component of development of the state is carried out.
