The thesis is devoted to substantiation of theoretical and methodical principles as well as development of scientific and practical recommendations on defining the structure and forming the mechanism for staff performance evaluation, motivation and their incentive stimulation in order to enhance effective management of an enterprise. Within the framework of this research the author developed categorical concepts of the personnel and enterprise management theory and proposed conceptual approaches to enterprise management based on the assessment, motivation and stimulation of staff performance. Based on systematization of the researchers’ opinions the author analyzed the essence of staff motivation and stimulation, similarities and differences of these concepts, their interrelation and interdependence with such related categories as "need", "motive" and "incentives" as well as the peculiarities of their application in the HR management process in manufacturing. Such approach provided for introduction of modern paradigm of effective enterprise management based on more meaningful evaluation of personnel performance, their motivation and incentive stimulation. As an outcome of this research work a structural and logical model was developed – its implementation is based on the outlined stages; its aim is to provide tools for developing mechanism of evaluating, motivating and encouraging incentives of the personnel. Within the framework of this research a monitoring of personnel evaluation, motivation and incentives at a machine-building enterprise was performed on the basis of the structural scheme including all its levels and stages of algorithm implementation, with the ultimate goal of defining how managerial decisions impact efficiency of the overall staff performance. The author suggested a mechanism for evaluating, motivating and stimulating personnel of a machine-building enterprise. It is proved that introduction of the mechanism for evaluating, motivating and stimulating the personnel of machine-building enterprises is to be based on certain drivers due to strengthening and activating of the internal mechanisms of resistance to influence of such external factors as market competition, and consolidation of the staff as well as encouraging innovative activity at the enterprise. According to the obtained data the author was able to define optimal strategies to resolve acute social and economic problems associated with the company management in the system of staff performance evaluation and their motivation. The results of the research were integrated in practical solutions that led to successful evaluation, motivation and development of measures to stimulate employees of industrial enterprises.
