Bilousov Y. Economic and legal means of ensuring economic security of Ukraine.

The dissertation is the first systematic study on the problems of economic and legal security of Ukraine. The main value of the dissertation is that for the first time in economic and legal science it combines theoretical and methodological approaches to understanding the basics of economic security of Ukraine with proposals for its practical implementation in the relevant system of legal acts of economic legislation. The dissertation is the first attempt to determine the economic security of the state through the interdependence and interpenetration of different levels of economic security: national, regional, local (economic security of business entities). In the dissertation we consider economic security-a complex multidimensional phenomenon-as an element of national security of the state, which also establishes the need for appropriate emphasis in the analysis of the source base and the history of graphical retrospective studies of domestic and foreign scientists on the phenomenon of economic security. The paper defines the place of economic security of the state in the structure of objects of economic security and established its synergetic nature. It is found that, on the one hand, the quality of the mechanism (system) of economic security depends on external factors of the state: geopolitical and geo – economic situation; integration processes; the level of capitalization of domestic and foreign markets; the level of solvency of national markets and the like, on the other-the state of its functioning is significantly affected by the quality and traditions of lawmaking. The principles of formation and functioning of the mechanism (system) of economic and legal support of economic security of Ukraine, the direction of its improvement are clarified. The paper studies the relationship of globalization trends and their impact on the state of economic security of the state, the category of "economic sovereignty" in its relationship with the category of "economic security of the state"; the search for ways of state-regulatory impact on its provision that contribute to the formation of an economically independent and self-sufficient state, the mechanism of influence of corruption factors on the stability and stability of economic processes in Ukraine; the main threats that corruption generates are defined, influence and interrelation of the innovative sphere with the sphere of ensuring economic security of the state are analyzed. Classification of priority sectors of the national economy of Ukraine, the problems of legal support of these industries and areas of improvement of legislation in this area are proposed. The problems of Ukraine's realization of its geopolitical potential in the process of creating a unified system of international economic security were actualized; the place of Ukraine in the world system of international economic security was determined; the main blocks of implementation of the foreign policy vector of economic security were identified; the analysis of models (systems) of national economic security in terms of identification of legal mechanisms to ensure it in foreign countries and borrowing possible positive experience of their creation and operation was carried out. It is proved that modern Ukraine is both a subject and an object in the system of international economic security, which necessitates improving the quality of economic and legal security of the state and the effectiveness of tools of state influence on it.
