Klantsa A. Healthcare as a structural component of the national security of the state

The dissertation substantiated theoretical and methodological principles of the formation and implementation of state policy in the sphere of health protection as a structural component of national security of the state in the modern conditions of social development. The author’s conception of the definition of the concept of health was formulated as the integration index and the parameter of human life, which defines a number of its objective and subjective factors, which provide for the provision of appropriate, integrated and systemic support for the development of an innovation system of national security aimed at “elimination” indicators of quality of life. The defragmentation role of the state in the health care processes in the context of the crisis, which consists in the formation of a powerful resource base that includes personnel and innovation-technological potential in the field of health was substantiated as well as the main causes of the healthcare crisis that serve to defragment the role of the state in this process was identified. The demographic security and its impact on the system of national security of the state in the conditions of a crisis that characterizes the stable state of ensuring national security, provided that the balance of quantitative and qualitative indicators of the population is achieved, indicates the sustainability of the natural restoration of generations and ensuring the duration of their lives, was analyzed. The main problems that characterize the general tendencies of the health care system from the point of view of national and global criteria for ensuring the quality of medical services were systematized. The structure of national interests aimed at ensuring a stable life of the nation through the implementation of the respective levels of public interests was developed. The feasibility of the introduction of a new theory of health, which articulates the idea of its preservation and strengthening through the implementation of a holistic system that combines the basic components of the harmonization of human life, was underlined. The health of the nation was analyzed as a security policy of the state, which involves the use of appropriate conceptual and technological means that ensure the formation of a model of quality of life and the formation of a system of social guarantees of the state to ensure proper living conditions, obtain quality medical services, create a favorable environment, reduce indicators of crime as well as institutionalization of public morality, strengthening the role of the state in the processes of regulation of social relations. Public health was investigated as an important socio-economic and socio-biological instrument for strengthening the security potential of the state as well as an indicator of the identification of the respective standard of living of citizens, which determines the security of their life and the potential of security of the security parameters of the state. The strategic tasks of health care of Ukraine as a structural component of ensuring the national security of the state, which should serve the optimal solution of the urgent problems of the medical sphere, were defined. The toolkit for the implementation of the strategic health care tasks of Ukraine was developed as well as normative and legal instruments for ensuring health protection as a structural component of Ukraine’s national security were analyzed.
