Panchenko V. Management of personnel security system of the enterprise: evaluation and decision making

The manuscript is devoted to solving a scientific task related to the development of theoretical and methodological basis and applied fundamentals on evaluation and decision making in the enterprise’s personnel security system. On the basis of the study of scientific works of domestic and foreign scientists, the lack of a unified approach to the concept of «economic security of enterprises» was established, in this connection the main ones were systematized and the classification was made according to the following criteria: object-oriented approach (protection of commercial secrets); subject-oriented approach (protection from the influence of factors of the internal and external environment); system approach (as a system of economic relations). The study of the advantages and disadvantages of the positions of scientists allowed to propose an author's definition in which under the notion «system of economic security of the enterprise» is proposed to understand the set of interrelated administrative actions aimed at ensuring the stable activity of the enterprise, by neutralizing internal and external threats to its activities. This allowed us to propose author's definitions of the concepts of «human security», «personnel security system», «personnel security management» and «ensuring subjects of personnel security», which became the basis for proposing the development of an appropriate methodological basis. Thus, under the concept of «personnel security» is proposed to understand the process of identification and neutralization of an influence to the enterprise’s various economic risks and threats connected with actions and / or inactivity of the personnel. Under the concept of «management of the personnel security system» is proposed to understand the managerial actions of the owners (beneficiaries) in identifying and neutralizing of an influence to the company’s various economic risks and threats related to actions and / or inactivity of the personnel. Thus, the content of the main categories was improved («personnel security», «personnel security system, PSS», «personnel security management», «ensuring subjects of personnel security», «personnel security threats», «indicators of personnel security assessment of enterprises», «methodology for assessing the personnel security of enterprises»), which, unlike the others, are formed by combining theoretical and methodological principles of management and personnel security of the enterprise, which provides a unified approach to the assessment and decision making in the personnel system security of the enterprise.
