The paradigm of a modern state’s human rights activity has been presented as a historically conditioned, determined and constitutionally regulated duty of the state to protect the rights and freedoms of man and citizen, which is expressed in preventing infringements and in restoring violated subjective rights through appropriate measures taken on behalf of the state, which provides for establishment and operation of specific liability mechanisms. Current conditions tend to transform the modern state’s human rights activities filling it with new content and making state subject to the effectiveness of the above mentioned activities.
