In the dissertation the theoretical generalization and a new solution of important scientific and applied problems related to the development of theoretical-methodological bases of state regulation of arrangements for the payment of labor. With a glance at this, scientific and practical recommendations aimed at stimulating the state to regulate the organization of remuneration in the national economy are given. Built a holistic concept of the study of state regulation of arrangements for the payment of labor. Since the practical possibility and necessity of its application in the context of taking into account the trends in the evolution of labor relations in the system of economic and social indicators of the effectiveness of the state policy of guaranteeing fair remuneration for work is obvious. Developed praxiological basis of state regulation of arrangements for the payment of labor in the context of globalization, represented schematically as a transformational platform summand of the basic framework to define the vector of optimization of actions of state institutions in the sphere of labor relations. This model is a construction combining three main stages. Stages, in turn, consist of the principles characterizing their influence on the mechanism of remuneration. All stages have developed a consistent relationship with each other. The proposed concept of the state policy of regulation in the field of remuneration is based on a harmonious combination of the four components of the consolidated determinants of state regulation by the organization of remuneration: legal support, social determinants, tax levers, management of the components of the structure of the wage Fund. The proposed search for reserves of influence on the improvement of financial security of individualization of the level of payment in labor due to the cell in the areas that characterize the indicator features: the average monthly wage is for hours worked and the growth of profitability as a direct sign of increasing the profitability of economic activity. At the same time, we should not forget about the improvement of other socio-economic indicators, which directly or indirectly affect both the indicator indicators and the effective indicator. With the help of cluster analysis tools the substantiation of methodical bases of improvement of scenarios of the analysis of the level of necessity of state regulation for the purpose of optimization of efficiency of this process is carried out. The methodological approaches to the differentiation of levels of state regulation, followed by the use of the necessary tools to optimize the relevant feature, can serve as a paradigm for increasing the effectiveness of the intervention of state institutions in the organization of remuneration of sectors of the economy. Determined strategic guidelines of state regulation of the organization of wages in the context of globalization, which allows you to outline the regulatory functions of the state, which are very heterogeneous in the purpose of the elements that form them, and therefore it is advisable to have a differentiated approach to their assessment; it can be argued that the regulation of the organization of wages consists of such individual functions as investment-motivating, the function of social security and the function of legal regulation. Given the lack of a unified approach to the definition of the concept of the mechanism of state regulation, and in particular the organization of wages, formulated the essence of this concept as the internal structure of state institutions, which carries out the kinematic movement of its individual links in order to streamline the organization of labor relations. It is proposed to use a systematic approach to determine the essence of the concept and consider the mechanism of state regulation of remuneration as a consolidated determinant of the basic component aimed at balancing relations in society in connection with the implementation of the right to work and remuneration for it and the elimination of deviations and shortcomings in this management system by introducing appropriate measures to guarantee the principles of remuneration. Studies have shown that the provision of state regulation is in close relationship with a number of economic and social factors, the change of which directly or indirectly may affect the sources of its financing. The obtained results of grouping of economic and social factors of influence on state regulation by the organization of wages create a basic rationale with a point indication of the response for the further use of tools and state institutions in order to optimize and increase efficiency in the organization of wages.
