TThe dissertation is devoted to theoretical substantiation of the peculiarities of the process of formation and development of public administration in the sphere of legal education in Ukraine. The functional model of public administration in legal education in Ukraine is developed and scientifically grounded. It is based on the strategic, axiological, structural-functional, active, subject-problematic, system-situational, system-vectoral, socially significant, and empirical approaches, and in which the basic systems of administering are grouped (public authority system, population self-organization system), the relationships that determine the interaction between them are shown, as well as the object of administration is defined, which is also given as a system consisting of three sectors (formal, non-formal and informal education). Scientific researches in the field of law studies were generalized and systematized, their scientific and metric analysis was carried out, the main tendencies were identified. The algorithm of definition of legal education is offered, and on the basis of this the subordinated system of terms is allocated according to the corresponding scientific direction, which allows to eliminate the confusion existing both in the logical-legal organization of knowledge, and in the practice of law-education activity. The work has made improvements into: the classification of terms in the field of public administration in legal education with the author's definition of public administration in legal education; periodization of the genesis of public administration of legal education in Ukraine; systematization of the basic legal acts defining the legal regime in the field of public administration in legal education of the population in Ukraine. The data of the expert survey devoted to the level coverage: perception and understanding of legal issues in the Ukrainian society, legal consciousness of the population, citizens' awareness of the content of reforms being implemented in Ukraine and readiness to implement them at the local level are given; the consistent patterns in respondents' answers are determined.
