Essay

The purpose of the dissertation research is to substantiate the priority provisions of the concept of safety of ATZ in the transport process. Object of research: the process of safe management of ATZ. Subject of research: regularities of the influence of the human factor on the safety of ATZ in the transport process. The methodological basis of the dissertation is the use of a systematic approach and a rational combination of theoretical and experimental research, the synthesis and analysis of the known scientific results regarding the safety of ATZ in the transport process as a system that operates on the basis not only of internal self-development but also under the influence of external factors. The use of the simulation method contributed to the consideration of components of the safety system of ATZ and their reactions to external factors in the transport process. The analytical method is used for the analysis of normative legal and normative and technical acts of safety of motor vehicles and traffic. On the basis of a comparative analysis of doctrinal documents in the field of motor transport, the lack of regulatory legal regulation regarding the safety of ATZ in the transport process was clarified. Experimental researches are realized with the use of a measuring complex adapted for evaluation of theoretical developments in the subject of the dissertation. The use of an integrated approach and a rational combination of theoretical and experimental studies allowed to determine the laws of human factor influence on the safety of ATZ in the transport process and to determine the ways of its provision. The information base of the study consisted of international and national legislative and regulatory acts, official data of the State Statistics Service of Ukraine, ministries and departments of Ukraine, scientific and literary sources, Internet resources and scientific researches of the author. The scientific novelty of the results is to develop theoretical and methodological approaches and to determine the laws of the influence of the human factor on the safety of ATZ in the transport process. The most important scientific results that characterize the novelty of the dissertation research are the following: for the first time: the concept of safety of ATZ in the transport process is substantiated, which, unlike the known ones, differs from the new theoretical and methodological provision, developed by a conceptual-categorical apparatus in the field of motor transport, which allows to take into account the laws of influence human factor on the safety of ATZ in the transport process; the indicators of safety assessment of ATZ in the transport process are based on the laws of the influence of the human factor, which, unlike the known ones, allow to take into account the influence of geopathogenic zones (GPAs) on a person with the help of a complex index of safety of ATZ in the transport process and the mathematical model of the complex index of GPP of the highway section; the model with software code of the artificial neural network of a secure ATM control in the transport process is obtained, which, unlike the known models, uses fuzzy logic means that allows to take into account the influence of the human factor on the safety of ATZ in the transport process with minimal error; the information-analytical system "Search" is developed, which, unlike the known systems, is characterized by an improved interface, developed information security of ATZ in the transport process, allowing to take into account public control, openness of authorities with analytical processing of information; A new approach to informational and analytical security of ATZ in the transport process is proposed, which, unlike the known, allows to carry out continuous monitoring and control of the safety system of ATZ in the transport process taking into account the influence of the human factor; Improved: the classification of the safety problems of ATZ in the transport process, which, in contrast to well-known studies, takes into account the existence of communication between subjects and objects of security of ATZ in the transport process, human factor and factors of the environment; methods of researching the safety of ATZ in the transport process, which, unlike the known ones, differ in the use of the principles of constructing and researching models of complex systems with the help of the apparatus of fuzzy logic and the theory of risks, which allows to take into account the laws of human factor influence on the safety of ATZ in the transport process; have further developed: substantiation of the priority directions of safety improvement of ATZ in the transport process, which, unlike the known ones, differ in the use of the method of generalization of different road conditions, environment and the composition of the traffic flow, taking into account the laws of the influence of the human factor; formation of the structure of safety of ATZ in the transport process as an object of control of the system of road safety (BDR), which, unlike the known, differs depending on the factors in which the control system extends its influence on the object of management. The practical significance of the results obtained is determined by the results obtained, which allow to increase the safety of ATZ in the transport process, taking into account the laws of the influence of the human factor. Some provisions of the dissertation work are used by: The Verkhovna Rada of Ukraine Committee on Transport in the framework of the planned legislative work on improving the legislation in the field of improving the efficiency of the management of motor transport and raising its level of safety; Research Institute for Economic Development for practical use during the formation and implementation of the state policy of ensuring transport safety by the Ministry of Infrastructure of Ukraine; The Eastern European Center for Basic Research (Prague, Czech Republic) during the formation of recommendations submitted to the European Commission for the safety of the European Union; Department of Economics and International Relations of the Kharkiv Regional State Administration in the process of performing tasks and functions by state authorities and local self-government bodies in the area of motor transport services of the population of the Kharkiv region; Department of Infrastructure of the Kharkiv City Council in the consideration of safety problems of motor transport in the transport process for practical measures to ensure road safety in the region and minimize accidents with the number of deaths on highways; LLC "Avto-Maximum" at the teaching of a course of lectures on road safety, taking into account the influence of the factor. The scientific results of the dissertation work are used in the educational process of institutions of higher education in the training of specialists in specialty 275 "Transport Technologies": the Kharkiv National Automobile and Road University at the Department of Organization and Road Safety in teaching the course of lectures on road safety; National Academy of the National Guard of Ukraine on the department of operation and repair of cars and combat vehicles during teaching of the course of lectures on subjects: "Road safety", "Fundamentals of motor law", "Fundamentals of psychophysiological work and driver behavior; National University of Civil Protection of Ukraine during the teaching of the course of lectures on subjects: "Safety of motor vehicles and traffic", "Psychophysiological state of a person in the conditions of negative influence of natural and climatic factors", "Directions of improvement of safety of motor transport in the transport process"; Odessa Automobile and Road College at the Odessa National Polytechnic University when teaching a course of lectures on the organization and safety of traffic.
