Mutz L. Formation and implementation of state migration policy: theory, methodology, practice

The dissertation examines the nature and content of the state migration policy, outlines the principles on which it is based, reveals methodological approaches to its formation. The directions of definition of methodology at realization of the state migration policy taking into account modern queries are offered. Modern forms of population migration are considered. The thesis investigates the role of the state in managing migration processes, discusses theoretical approaches to state migration policy planning. The current state of migration processes in Ukraine in terms of its types is considered, the aspects and main motives of labor migration of the population are highlighted, the main reasons that cause intellectual emigration are defined. Proposals for improvement of the state migration policy in the direction of legal support are provided. The mechanism of integration of foreigners and stateless persons in Ukrainian society is proposed, and recommendations are given on the integration of internally displaced persons into the territorial communities they are temporarily staying in. A mechanism for ensuring legal migration of the population has been developed, which defines the basic tools that regulate migration processes, where particular attention is paid to labor migration. Practical recommendations for improving border control of migration flows are provided. Suggestions are made to improve migration policy in line with its socio-economic development. The recommendations on improving information and communication support of migration processes in Ukraine are given. The directions of improvement of quality of service of population within the limits of implementation of migration policy are offered and the possibility of introduction of European experience in the development and implementation of state migration policy in Ukraine is considered.
