In the dissertation the theoretical and methodological principles and practical suggestions on the formation of mechanisms of state regulation of food security in Ukraine are substantiated. In the dissertation the theoretical bases of mechanisms of state regulation of food security are considered on the basis of analysis of scientific works of Ukrainian and foreign scientists. The further development of the categorical apparatus of the theory of state administration became clearer by clarifying the notion of "mechanism of state regulation of food security" as a complex of socio-economic and institutional and legal measures aimed at supporting the development of food production; regulation of the domestic food market, reducing its degree of dependence on the world food market; improvement of social status and growth of solvency of the population; assuring the quality and safety of food products. The mechanisms of food security are systematized, taking into account the positive world experience, which are based on the high level of state regulation in the field of food security, which allowed to highlight its main areas among which the increase of economic and physical availability of food, food security, agricultural development, formation of state reserves and stocks The conceptual provisions of the state regulation of food security in the national security system have been improved. The target guidelines for the implementation of the state policy in ensuring food security are defined as: food provision of the population; physical and economic availability of food for different categories of the population, characterized by the necessary quantity, assortment and quality in the presence of a certain level of consumer solvency; the protection of the domestic producer from the import dependence on the markets of the final food products and resources for its production and formulated general methodological principles of the implementation of the state policy in ensuring food security, namely: the principles of causality, feedback management, targeted implementation of key feedback. The methodological approaches to determining the level of food security in the country are determined based on the principle of adequate and balanced nutrition that takes into account physiological norms and indicators, which include a different spectrum of characteristics and criteria that form the national food security model, namely: the degree of satisfaction of physiological needs in components and the energy content of the food ration; compliance with restrictions on the presence of substances harmful to health in products; the level of physical and economic availability of food; degree of dependence of food supply of the country and resource supply of agro-industrial complex on import deliveries; the size of strategic and operational food stocks in accordance with regulatory requirements. The problems and prospects of development of the mechanism of state regulation of food security in Ukraine are determined. The mechanism of state regulation of the food security system (including methods of its implementation, specification of its regional elements) is substantiated, which allows the optimal combination of measures of state protectionism and the functioning of a market mechanism for resolving contradictions in the field of ensuring food security on the basis of institutionalization of its infrastructure components. The mechanism of import substitution is improved as an instrument of state regulation of food security, which is an integrated system of interrelated elements that provide for the import substitution production, in particular, production and financial resources, industrial and innovative infrastructure; creation of a favorable investment climate, strengthening of cooperative ties and development of medium and small businesses, mechanisms for stimulating import-substituting production, partnership relations between the state and business (including in the sphere of investment and innovation), provision of regulatory and legislative framework, development of modern forms of international cooperation etc. The formation of an export strategy in the context of ensuring food security of Ukraine is proposed, taking into account the influence of the following factors: strengthening of elements of protectionism in the policy of many countries against the background of global competition; increasing the role of global regulators and further liberalizing international trade within individual integration associations; Ukraine's membership in the World Trade Organization, which limits the freedom of maneuver in using financial instruments to support the production and export of agricultural products and food.
