Shakhno A. Models of development and governmental regulation of human capital under globalization

The development of human capital in the context of globalization is the research object. The conceptual, theoretical and methodological, applied theses of the development and state regulation of human capital in the context of globalization are the research subject. The goal of the research is to substantiate scientifically and develop the theoretical and methodological, as well as conceptual, methodical and applied fundamentals of the development and state regulation of human capital in the context of globalization. The research methods are as following: system analysis, scientific analogy and abstraction, functional and system method, grouping and systematization, analysis and synthesis, statistical analysis, indicative methods, economic and mathematical methods, multifactor correlation and regression analysis, graphical, abstract and logical method. The comprehensive innovative and institutional approach to assessing the development and state regulation of human capital has been developed; the complex of models of human capital development has been constructed and substantiated; the human capital development strategy has been developed firstly. The complex of conceptual human-centred models; the organizational and economic mechanism of state regulation of human capital development; the classification of types of investment in human capital as well as the mechanism for enhancing the competitiveness and efficient use of human capital have been improved. The categorical apparatus; the theoretical and methodological approach to determining the role of a human being in society and economic development; the mechanism of state regulation of human capital development; the organizational and economic mechanism of human and social capital development in the context of globalization; the mechanism of state regulation of human capital migration processes in Ukraine in the context of globalization have been developed. The results of the research were used by the Human Recourses Department of Verkhovna Rada of Ukraine; Ministry of Energy and Coal Industry of Ukraine; The Academy of Social Management; The Department of Education and Science of the Executive Committee of the Krivyi Rih City Council; Kryvyi Rih City Employment Centre, as well as in the activity of enterprises and organizations. The state and local authorities, enterprises are the sphere of author’s proposals use.
