Essay

To achieve the strategic task of building a social state based on a comprehensive approach, the harmonization of social, economic and environmental interests of society is scientifically substantiated, based on the concept of "sustainable development" proposed by V. Vernadsky’s doctrine of the noosphere summarized at the UN World Summits in Rio de Janeiro (1992) and Johannesburg (2002) and the United Nations Millennium Declaration (2000). Priority directions of the state policy of social orientation on the basis of human-centrism are revealed. In particular, state cultural policy largely determines the socio-economic, political, ideological, legal and moral values of the state; preservation of national identity in the context of globalization; meeting the spiritual and cultural needs of human. Determined state policy in the sphere of family and youth, aimed at strengthening the moral foundations of the family and increase its prestige, providing equal rights and responsibilities of men and women for the protection of health, upbringing and development of children as future citizens of the country; support for women and motherhood; organizing men’s work to provide for a decent family; investment of household programs for youth and a program for its participation in production. The main criteria for reforming and modernizing health care in providing social policy in this area: socio-economic, psycho-emotional, environmental health conditions; the level of medical services; availability of safe and conducive to health forms of life; methods of regulation, social control of health care and medicine; the degree of responsibility of special subjects for health care; ways to reduce social inequalities in terms of health and medical services; social interests, needs, expectations, motives and incentives of social subjects in health care and others.
