The dissertation is devoted to the substantiation of the scientific and methodological bases and practical recommendations on the formation and development the regional information management, which made it possible to carry out a theoretical generalization and to present a new solution to the current scientific problem. It is established that the transfer of the knowledge and information to new generations about the already studied interactions between the person and the environment throughout history provides information protection of mankind against any threats in the future. The prerequisites for the formation and development of the regional information management from the standpoint of the peculiarity and uniqueness processes, principles regulation and patterns of management, regional studies are defined. Precondition, peculiarities and characteristic features of information society formation and development are revealed. The preconditions for the transition from an industrial type of socio-economic relations to an information society based on the use of modern digital technologies are grouped.
It is proved that the formation of the information society in the regions of Ukraine can only be possible based on the systematic development of the information economy and information management, the promotion of relevant knowledge in the field of knowledge management. Scientific approaches to defining the content of the concepts of "information society", "information management", "regional management" and "regional information management" are generalized and systematized. The stages of development the regional management in the context of scientific, technical and social progress are substantiated. The peculiarities of the institutionalization of regional information management are revealed. Modern schools of regional information management development have been systematized.
Research on the scientific foundations of the emergence and development of the information society, the nature of the processes of scientific filling of basic knowledge of information economy and information management have shown that the concept of "regional information management" is inextricably linked to the category of "information management". The conceptual vision of the progress of the scientific thought of regionalism has focused on updating and providing the author's definition of the basic categories that form the newest platform of the scientific direction of the regional information management. The author defines the categories of "regional information management", "information society", "digitization", "region", "information management", "information resource", "information asymmetry", "information culture", "information and analytical support" and "information potential".
Priority directions of the informatization regional economy were identified, which included: deepening of the theory and methodology of regional systems (information, geoinformation, innovation, cluster, smart) on the basis of the establishing interconnection with information flows; state-of-the-art forms of the spatial systems that are institutionally recognized and have scientific justification; development of the human potential, systematic intellectualization of work and formation of information society; information culture and communications; the transformation of the regional information management methodology into tools, mechanisms and tools to accelerate innovative progress; development of scientific bases of innovative strategic planning of territorial systems on the basis of network economy and clustering.
Methodological approaches to the development of regional information management have been systematized. The content of the "regional information resources" is the results of intellectual activity in all spheres of vital activity of the region, recorded on the relevant material media as separate documents and their arrays, databases and databases and knowledge, all types of archives, libraries, museum funds, etc., containing data, information and knowledge that are the subject of the property rights of any subject of Ukraine and have consumer value: political, economic, scientific, educational, socio-cultural, defense, market, historical, informational, etc.
Adapted the world's leading experience in regional information management development tools. The problems in the sphere of integration of the regions of Ukraine into the world information space, which included economic, managerial and market, were specified.
Methodological-analytical approaches to the definition and evaluation of the information asymmetry in the regional aspect are substantiated. A methodological approach to assessing and monitoring the development of the country's regions is proposed. The management approach to scripting the development of the scientific direction of regional information management is formulated.
