Essay

Object of study: there is a service-oriented state employment policy. Purpose: substantiation of the theoretical foundations and the development of practical recommendations for improving the mechanisms for the formation and implementation of service oriented state policy in the field of employment in Ukraine. Methods: methods of analysis, classification and systematization of scientific data, provisions of legislative and regulatory documents; semantic-etymological method, synthesis of theoretical and empirical data; methods of system and structural-functional analysis; statistical method; abstraction, formalization, generalization; comparative analysis of the data; simulation method. Results: an important scientific problem in the field of public administration science was solved according to the theoretical, methodological and scientific-practical substantiation of the directions for improving the mechanisms for the formation and implementation of service-oriented public policy in the field of employment in Ukraine. Novelty: a reasonably service paradigm of state activity in the field of employment in Ukraine; a model has been developed for the formation and implementation of a service-oriented state policy in the field of employment in the development of the digital society of Ukraine; proposed innovative toolkit of activities of state service institutions in the field of employment. The basic mechanisms for the formation and implementation of service-oriented state policy in the field of employment in the development of the digital society of Ukraine have been improved; a methodology for the formation of staffing for the activities of state service institutions in the field of employment; mechanism for implementing the approaches of multilevel governance in the process of developing a service-oriented state policy in the field of employment by substantiating social support for clients on the basis of case management as a form of multilevel interaction between the parties. It was further developed: a conceptual-categorical apparatus for the formation and implementation of state policy in the field of employment by introducing into the scientific circulation the concepts: "service-oriented state policy in the field of employment"; approaches to determining the service activities of public authorities as a priority for the development of public administration in Ukraine; directions for improving the system of providing social services in the field of employment. Implemented by: Committee of the Verkhovna Rada of Ukraine on Social Policy, State Agency for Electronic Governance of Ukraine, State Employment Service, Institute for Training of Public Employment Service of Ukraine, Rivne Oblast Employment Center, Sumy Oblast Regional Center, Chernihiv Oblast the Employment Center, the Rivne Center for Vocational and Technical Education of the State Employment Service, and the Skvyr District Employment Center. Areas of use: government, local government and self-government, public organizations.
