Essay

The thesis is devoted to the analysis of the constitutional and legal status of the committees of the Verkhovna Rada of Ukraine. The work defines the concept of the committees of the Verkhovna Rada of Ukraine, as its permanent, collegial working bodies which are formed by the parliament from among the people's deputies of Ukraine and ensure implementation of functions of the parliament through legislative work, as well as preparation, preliminary consideration and control of the issues related to the competence of the Verkhovna Rada of Ukraine. The historical and legal principles of formation of the parliamentary committees in Ukraine are described. The principles of activity of the committees of the Verkhovna Rada of Ukraine are established, the main of which are principles of the rule of law, humanism, publicity, collegiality, proportional representation of factions and groups, free discussion and resolution of issues, equality of the committees and their members, professionalism, objectivity, accountability to the parliament only, selectivity, scientificity, planned character, interaction and systematic nature. The essence and peculiarities of the constitutional and legal regulation of the status of parliamentary committees are revealed.
