Kravchenko M. Household waste management in Ukraine: administrative and legal aspect

This dissertation represents fully completed scientific work devoted to administrative and legal research of the public administering of the household waste management field in Ukraine. The «household waste management» concept was theoretically and legally analysed by the dissertation’s author; the legal regulation of the household waste management in Ukraine was described; the list of the household waste management operators in Ukraine was composed; the mechanism of the household waste management in Ukraine was disclosed; the basis for appropriate Ukraine’s legislation approximation to EU legislation in the household waste management was identified. It was confirmed the absence of the implemented on the regulatory basis the «household waste management» concept in Ukraine. Instead, the current «household waste operation» concept is in force and regulatory is defined on the level of the Ukrainian legislation on waste. Comparably to this, principally different approach is applied in the legal acts of EU and the EU member-states. The implementation of the «household waste management» concept in Ukraine on the analogy with the European one provides for orientation of that management to the closed cycle economy and systematic implementation of the «human-centered» concept while performing the function of the public administering on the household waste management in Ukraine.
