Essay

The foundations of a theoretical and methodological study of the potential and mechanisms for managing the development of the region in the context of the transformation of state policy and strengthening the position of local self-government, theoretical and methodological approaches to regional development and the restructuring of territorial administrative systems at the local level are considered. The essence, features and processes of the formation of the united territorial communities (UTC), the budget potential of the UTC, directions and tasks of its use are disclosed. The situational features of the Kharkiv region, the programs and measures of influence of the regional state administration in support of the mechanisms of self-development of territories are determined. Focusing on global trends, history, practices and experience of leading countries, the study focuses on linking administrative methods with economic and social, local government development and the creation of integrated territorial communities. The scientific results of the study allow us to determine the role of new thinking and new understanding of a number of complex issues related to innovation policy in the development of regions and clarification of the conceptual apparatus. The conceptual apparatus of the problem under study deals with the terminological clusters formed on the key concepts of "management" and "activity". The author defines the concepts of "innovation policy", "mechanisms", "management technologies", "analytical function of management", "regional development", "project methodology", "conflict economy", "value approach", "principle of positivism". The dissertation focuses on organizational and economic and institutional innovations, because they create the conditions for changing technological ways and stimulate creative attitude to transformation processes. Also identifies significant barriers and contradictions that are presented in models, estimates, and calculations. The main of the negatives and contradictions - duplication of functions with district state administrations, unmatched capacity, problems of land relations (rent, sale), insufficient level of training of management personnel, inertia of communities, against some power structures, problems of environmental safety (land pollution, MSW). It isкпурк proved that these barriers and obstacles are not the main factors of resistance and are temporary and must be addressed in the future. The capacity of the UTC is based on the principles of budgetary capacity adequacy to perform managerial functions and carry out economic activities. Three characteristics of this capability have been identified: budget revenues, budget process and budget expenditures. The analysis of the forms and measures of state policy in the field of managing the development of regions, supporting their innovative course, increasing the level of ability and competitiveness, analyzing the scientific foundations and institutional changes in regional policy, taking into account innovative design both in the technological field of production and in the organizational system - economic institutions. The conceptual foundations of administrative and market influence on improving the competitiveness of regions have been developed taking into account foreign experience in reforms and the active interaction of organizations and farms with foreign donor organizations, investors, humanitarian organizations. A review of the practical experience of creating united territorial communities in the Kharkiv region, problematic issues and methods for solving them in the context of a significant increase in the level of financial support for the created societies. In general, the complex of the problems considered and the recommendations made are a scientific and practical contribution to improving the mechanism for managing the development of regions based on their own forces and to use the specific differences of regions in the structure of their resources and capabilities.
