The dissertation is devoted to the development of a methodological platform for substantiating national priorities for economic renewal through state support for targeted programs implemented as large-scale projects through territorial clusters based on public-private partnership (PPP). The results of the study collectively form the general methodological foundations and scientifically applied tools of implementation of state target programs (cerebral palsy) through the economic-management mechanism of inter-sectoral territorial clusters (ITCs). The ITC model developed - as an alternative format of state regulation of targeted programs - provides the opportunity to create a reliable economic space and administration system during the period of cerebral palsy and identify key vulnerability zones of such systems from the standpoint of sustainability, namely: balancing the interests of the cerebral palsy administration system. elements, taking into account the main directions of management processes in the enterprise, end-user orientation, process-oriented administration , integration with information technologies, rational correlation of economic and social management tools in administration systems. The unity of the general and specific principles ensures the integrity of the management subsystem (ICSD) influence on the managed (ITC) and is an important prerequisite for ensuring the effectiveness of the administration processes. The theoretical and applied results of the work together create the scientific basis for the formation of economically rational for the state as the initiator of the PPP program, operational technology, analytical support for the investment of large-scale, capital-intensive and socially significant investment construction projects, together with a reliable system of control over the use and state total aggregate MTK potential.
