Voronenko I. State Regulation of the Information Space of Ukraine

The dissertation is devoted to reasoning theoretical and methodological foundations and development practical mechanisms and instruments of state regulation of the information space in order to ensure the growth of public welfare. In the work theoretical substantiation of the peculiarities of the regulatory policy of natural monopolies has been supplemented, the multifunctional structure of state regulation of the information space of Ukraine has been defined. Theoretical provisions on the impact of information on public welfare are substantiated. Conceptual bases of state regulation of information space of Ukraine are defined. The conceptual approach to assessing the state of digitization of the economy through the use of the Gini coefficient has been improved. Theoretical provisions for substantiation of the basic principles of media business have been established. A system of econometric models for estimating tariff dependencies for socially significant services in the sphere of information space of Ukraine at the level of world prices has been constructed. The features of tariff formation for services that are subject to state regulation in the sphere of information space in Ukraine are generalized. The method of determining tariffs in the sphere of information space has been developed. A conceptual approach to assessing the impact of information and communication technology services on public well-being is proposed. The conceptual model of monitoring information space in the conditions of digitalization of economy on the basis of the proposed integral indicator has been developed.
