In the thesis generalization of historical and legal heritage of representatives of the Ukrainian abroad in the 20-30th of the 20th century is investigated and carried out. Scientific approaches of scientists-emigrants to political and legal aspects of restoration and models of development of the Ukrainian statehood are analyzed. It is proved that in modern conditions of development of science, one of the main methodological problems of historical and legal researches is the historical periodization of development of the modern state of Ukraine. It allows to mark out the common features inherent in different stages of its development and also to track traditions of the national state, to reveal the prospects of formation of the democratic, constitutional and social state. It is established that successfully combining public, political, scientific work, scientists in emigration analyzed problems of unsuccessful state-building attempts. Appearance of the Ukrainian people on the world scene as a sovereign, full subject of international law contradicted the interests of many states. Understanding it, thinkers and figures of the Ukrainian emigration, despite differences in approaches, proved legal grounds and arguments of restoration of the Ukrainian statehood, created concepts of future political development of the people.
