In the dissertation it is revealed that the modern concept of formation of mechanisms of public administration is based on deep theoretical and methodological approaches, which have been established since the middle of the seventeenth century. The formation of a now integrated science of public administration has allowed to combine different views into a comprehensive system. The paper proposes a theoretical study of the transformation of the health care system as a component of the state's social policy, which made it possible to clarify the notion of social policy. In the theoretical part of the research, the scientific concept of forming the mechanisms of public health management was created. The scientific method of evolutionary analysis adopted in this part of the work will allow to establish the quality of the reforms offered today to the system of public health management.
The mechanisms of institutional and legal support of the world health management system have been identified and it has been concluded that identical fundamental approaches to the formation of public health management systems have been implemented in Europe and in other industrialized and institutionalized enclaves of the world for a long time. The mechanism of influence of the world social and medical institutions on the mechanisms of public administration of the health care system of Ukraine is analyzed. It is determined that the main link in the public administration system of the health care system in Ukraine is the rigid management vertical of management from the Ministry of Health to the primary management units in districts and cities. The Ministry of Health belongs to the leading role in the organization of the health care system. The activities of this state body cannot be imagined without its coordination with international health and social insurance organizations. Comparison of national models of public administration and general tendencies in the organization of health care systems is made. Assessment of the level of integration of the health care system of Ukraine into the European Union health management system, which, based on the use of cluster analysis, allowed to compare the health care system of Ukraine with the health care system of Lithuania.
Researching the nature and functions of the public health management system in the institutional environment defined the concepts of "health care system" and "public health care management".
It is found that improving public health management mechanisms in Ukraine is based on many factors, but one of the main factors for creating a quality health management system is the availability of highly qualified medical personnel.
It is concluded that in Ukraine the legislative framework for improving the efficiency of public administration mechanisms and reforming the health care system has been largely formed. Legislation is reinforced by programs and other national instruments put in place.
In the process of researching the system of regulating the activity of corporations as a component of the mechanism of state management of health care, the factors that determine the social orientation in the activity of corporations to form the health care system of Ukraine have been identified. An important prerequisite for effective social activity of enterprises in the field of health care organization is the requirements of ensuring the safety, control over the health of workers that take place in certain sectors of the national economy and the safety of employees. The largest corporations of national importance have in their health units, which is the basis of the health care system for employees of these corporations, their families and a significant number of Ukrainian citizens.
The analysis of the mechanisms of public administration at the regional level is carried out. It consolidates the combination of common national approaches to the transformation of the health care system and their practical implementation within a specific territory within the established regional socio-economic system, transport and engineering infrastructure, demographic situation, etc. It is determined that cooperation with international organizations is one of the most promising areas of modernization of the health care management system in the regions and in healthcare institutions.
