Essay

Scientific views on the application of an interdisciplinary methodology in the public administration of customs are systematized, which is confirmed by the multidirectional orientation of customs interests, concepts and categories, which regulate the processes of implementation by the state of its customs policy, and its main instrument – customs. It is determined that in its essence, customs is a dynamic category that is developing, since it depends directly on the conditions and tasks of customs policy – a component of state economic policy. In order to safeguard Ukraine's national interests, the transformation of state customs policy vectors is influenced and alters the priorities and means of implementing state customs service. It is substantiated that state customs is a multidimensional concept, the peculiarity of which forms customs activity not only with the direct involvement of customs authorities. Their activities are leading but not singular. The global integration processes that occur through the harmonization and implementation of customs legislation, norms and standards of its application give reason to harmonize the terminological completeness of national customs legislation in accordance with internationally accepted ones. Scientific approaches are investigational in interpretation of concept «custom affairs», that gave an opportunity to set absence of the concerted scientific position in relation to his value and the use offers instead of artificial «custom affairs» of term «custom activity». This definition creates an integrated view of activities in the relevant field – customs. Custom activity includes all conformities to law of processes, communication with parties concerned in forming and realization of interests each of participating subjects. It is conducted analysis of theoretical looks and interpretations of concepts «custom affairs», «customs policy», «custom interests». It is proposed to include in the customs terminology the concept of «stakeholders» as a wide range of persons involved in customs processes based on their forms of activity, interaction with the subjects of customs. It has been established that the system of principles of public administration of customs should be variable and able to adapt to dynamic external conditions with the appropriate idea of their recombination in the internal processes of the system of the bodies which adhere to them, in the conditions of their transformation. The achievement of strategic aims from reformation of custom business needs determination of principles of public administration custom business, that is synchronized with priority task of perfection of management custom activity, create the terms of only format in application of instruments, necessary for realization measures from development of strategic aims and tasks to transformation and introduction of reforms of public administration custom affairs. Effectiveness of principles of public administration custom business is determined by the condition of including to this process of all interconnected spectrum of the subjects, involved in the processes of forming, realization and direct realization of state customaffair. The basic principles on which customs affairs manage is based and defined in the governing documents of international organizations, WMO, WTO are investigated. Sources of European law governing public authorities have formed uniform principles for the application of these bodies, which can also be adapted for use in national customs law. The importance of inclusion of the rule of law in the list of guiding principles of customs activity, which is not supported under the current conditions in the management of state customs by the subjects of public administration, has been proved. The concept of strategic development of public administration of customs affairs in the context of European integration is proposed.
