Essay

The thesis is devoted to deepening the theoretical positions on sustainable development of regional economic systems, development of methodological basis for the accelerated of territorial and production modernization of regional economic systems and practical recommendations of using tax and budgetary motivations for sustainable development of regional economic systems in the context of institutional changes. A further improvement of concepts and categories have been done for the development of productive forces and theory of regional economy that has been deepening on account of some concepts and categories, which include: «economic space», «economic system», «sustainable spatial development", «institutional support for sustainable development of regional economic systems», «fiscal incentives for sustainable development». The conceptual bases are offered to increase the influence of tax and budgetary motivations of sustainable spatial development of regions which are based on the paradigm of sustainable development, cognitive paradigm, and involvement of a system, institutional, resource-functional and process approaches and on the principles of fiscal stimulation of region's sustainable development. Methodological aspects of sustainable development were created and are based on the system of general scientific and specific principles in relation to fiscal stimulation in the context of institutional changes and sustainable development of regional economic systems. Substantiation of improvement the quality of management environment at local government was made through the raising of local government competence. Some aspects of regional space modernization were formulated through the usage of institutional regulators to have an impact on the sustainable development. The expediency of involvement functional management system was proved at the meso level which includes medium-term local budget planning and medium-term regional sustainable development strategies which are based on the grouping of regions according to integrated Sustainable Development Index. The methodological approach is improved to assess the level of sustainability of regions productive forces of Ukraine which includes a model solution to assess the impact of fiscal stimulus on the sustainable development of regions. It has been done accordingly to the model of nonlinear dynamics based on solution of differential equations. Also a qualimetry approach was used to forecast the sustainable development of region, using the method of levelling the data by the moving median and finding the values of particular integral indicators and indexes of sustainable development, using the model of nonlinear dynamics of assessing the impact of fiscal incentives for the sustainable development based on the solution of differential equations.
