The dissertation deals with the theoretical approaches to the definition of the conceptual apparatus «state management of the modernization of higher education». The structural and functional features of the state management of modernization processes in the field of higher education are distinguished. Formation of normative base of state regulation of the process of modernization of higher education in Ukraine is considered. The conceptual foundations of public administration of the process of modernization of higher education are described. The features of management of higher education modernization in the context of the state policy of human capital development are considered. The institutional capacity of public administration to modernize higher education of Ukraine in the context of sustainable social development has been determined. The directions of state electronic support to the process of modernization of higher education in Ukraine are considered. The concept of managerial influence of the state on the development of e-education in Ukraine is constructed. The state policy of modernization of the national higher education system towards Euro integration is characterized. Further directions of improvement of the state policy of regulation of process of modernization of higher education in Ukraine are offered. The directions of the state policy on inclusive education of youth training are considered.
