Shestakovska T. Formation and implementation of the state policy of innovative development of the agrarian sector of Ukraine

The thesis presents a theoretical generalization and proposes an original approach to the new solution of the scientific and theoretical problem, which is to substantiate the basic principles of the formation and implementation of the state policy of innovation development of the agricultural sector of Ukraine. It is established that the state policy of innovative development of the agricultural sector as the most progressive means of achieving the goals and meeting the needs of the whole society should be considered as a complex, multi-element system that has the capacity for self-improvement, self-development and self-renewal. The theoretical and methodological architecture of the complex mechanism of formation and implementation of the state policy of innovative development of the agricultural sector is presented, which consists of a set of principles of effective state regulation. A complementary interinstitutional model of state management of innovative development of the agricultural sector is proposed, which is focused on complex regulation of innovative activity of the agricultural sector, in particular, the process of formation, transfer and implementation of scientific developments in the production of innovative agrarian products. The essence and content of organizational and economic mechanism of realization of the state policy of innovative development of agrarian sector are determined. The structure and structure of the mechanism of realization of the state policy of commercialization of innovations in the agrarian sector of Ukraine have been developed. The features and perspectives of the use of Blockchain technology in the information mechanism of the state policy of innovative development of the agrarian sector are systematized. The expediency and formalized content of the author's concept of formation and realization of the state policy of innovative development of agrarian sector of complementary type are substantiated. The expediency and formalized content of the formation of imperatives of the state policy of innovative development of the agrarian sector of Ukraine on the basis of the concept of "green economy" and clustering are substantiated. The structure of the mechanism of state regulation of land relations in the conditions of decentralization is proposed, which includes the following components: regulatory, organizational, administrative, financial and economic, environmental and land ownership. The expediency and formalized content of the toolkit for assessing the effectiveness of forming and implementing the state policy of innovative development of the agrarian sector of Ukraine is substantiated. The purpose and necessity of a cognitive model of innovative development of agrarian sector that contributes to solving urgent problems of public policy have been determined.
