Essay

Object of study: state policy of ensuring the right to health care of patients with dementia. Objective: To substantiate scientific and methodological approaches and to develop practical recommendations for public authorities on adapting mechanisms to form and implement a state policy to ensure the right to health care for patients with dementia in Ukraine. Methods: statistics and semantic analysis, induction, generalization, content analysis and formal and logical analysis of legislative acts and regulations, systematization of the entire set of empirical data, prognostic method, generalization and conceptual modeling, method of expert assessments. Results: solution of the actual scientific problem in the field of public administration, which consists in substantiation of theoretical and methodological foundations and practical proposals for adaptation of mechanisms of formation and realization of the state policy of ensuring the right to health care of patients with dementia in Ukraine. Novelty: a structural and functional model of the state policy of ensuring the right to health care of patients with dementia in Ukraine by developing new methodological approaches based on harmonization of medical and social needs, outlining the list of managerial functions through appropriate regulatory and legal support, based on the transition from a sectoral to an integrated approach in systemic socio-governmental interaction to pursue a purposeful state policy on dementia; for proposing a fundamentally new integrated approach to the processes of adapting public administration mechanisms to ensure the right to health care for dementia patients; the necessity of introducing a coherent concept of the formation and implementation of the state dementia policy is substantiated. Improved: categorical and conceptual apparatus of public administration in the system of health care and social protection of the population, in particular: "state policy of ensuring the right to health care of patients with dementia"; “Medical and social support”, “right to health care for patients with dementia”; "Caregiver", "supervision, care", "health" (from the position of public administration), "health care", which has expanded the possibilities of their use in theoretical and applied activity of public administration; ways of modernization of the market of medical and social services through modification of the mechanism of public-private partnership and development of non-institutional projects; principles for adapting management measures for public policy entities on dementia; organizational approaches to the system of continuous professional development of health and social care professionals to enhance their dementia competencies to ensure the appropriate quality and complexity of services for dementia patients and families / carers. There were further developments: conceptual approaches to public policy making aimed at solving social problems caused by population aging, demographic crisis, population migration and social protection for the elderly in Ukraine; systematization of international experience in the formulation and implementation of state policy on dementia to enable the implementation of best foreign practices in Ukrainian realities; vectors of practical application and substantive content of the complex of mechanisms of public administration of health care, based on strengthening of causal links between types of medical and social services for the elderly in general and patients with dementia in particular; methodological basis for the formation of national / regional dementia programs.
