Essay

Object of study: state administration of veterinary medicine. Purpose: substantiation of theoretical and methodological foundations, conceptual approaches and mechanisms of public administration of the development of veterinary medicine in Ukraine. Methods: systemic, integrated, situational approaches; structural and functional, comparative historical and retrospective analysis; system-analytical, logical-semantic, graphic, sociological methods; method of comparative and integrated analysis; structural logical modeling method. Results back an important scientific problem of the formation of a holistic methodology for improving public administration of the development of veterinary medicine in Ukraine. Novelty: an organizational-functional mechanism of state administration of veterinary medicine in Ukraine has been developed; the features and factors of influence on the formation and development of public administration of veterinary medicine in Ukraine in historical retrospective are identified, the leading role of political, international and scientific and technical factors is clarified; the conceptual foundations of the state personnel policy in the field of veterinary medicine are substantiated, the concept of the development of its personnel potential is formed; improved: a description of the theoretical and methodological foundations of public administration of veterinary medicine from the perspective of a systematic approach, goals, a list of environmental factors, an understanding of the contents of the system-forming components of the system, their composition, features and characteristics, based on which the need for strengthening public administration and budget financing are substantiated veterinary and sanitary measures in Ukraine, the importance of veterinary medicine in ensuring the internal and external national security of the state is disclosed; methodological approach to the classification of veterinary organizations; periodization of the development of public administration of veterinary medicine in Ukraine; organizational mechanism for long-term professional development of specialists in veterinary medicine in Ukraine; received further development: the development of a conceptual and categorical apparatus of research by: inclusion in scientific circulation in accordance with the substantial characteristics of such concepts as “state administration of veterinary medicine”, “system of veterinary medicine”, “state personnel policy in the field of veterinary medicine”, “veterinary organizations ”,“ management in veterinary medicine ”,“ traceability of products of animal origin ”; unification of the terms “state service of veterinary medicine of Ukraine” and “state veterinary service”; substantiation of the synonymy of the concepts “veterinary medicine” and “veterinary medicine”; understanding the content of the concept of “veterinary medicine” with the expansion of ideas about its components; determination of strategic guidelines for the formation and implementation of state policy in the field of veterinary medicine in Ukraine and justification of the need to take into account the scientific and practical approaches that form the basis of international sanitary norms and standards for animal health, global trends in the development of public administration of veterinary medicine, trends in the development of public administration of veterinary medicine in EU countries; summarizing the experience of public administration of veterinary medicine in the EU countries and determining the content of transformations of the institutional support of the state veterinary services of the countries of the European Union; substantiation of the directions for improving the mechanisms of state administration of veterinary medicine in Ukraine. Introduced into the activity: National Scientific Center "Institute of Experimental and Clinical Veterinary Medicine" of the National Academy of Sciences of Ukraine, the Main Directorate of Veterinary Medicine in the Poltava Region, Lviv National University of Veterinary Medicine and Biotechnology named after S. Gzhitsky, Vologda Regional Scientific Universal, Kharkov Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine, Main Directorate of the State Humanitarian Service of Ukraine in the Kharkov region.
