Naumenko A. Mechanisms of public administration of the agro-industrial complex of Ukraine

Object of study: public administration of the agricultural sector of Ukraine. Purpose: theoretical and methodological substantiation and development of practical recommendations for optimizing the mechanisms of public administration of the agro-industrial complex of Ukraine. Methods: hypothetical-deductive method of forming the methodology of a dissertation research, deductive proof of the hypothesis of research, structural and functional analysis, a number of comparative methods, statistical method, prognostic method, theoretical and conceptual method. Results: an urgent scientific problem on the theoretical and methodological justification and development of practical recommendations for optimizing the mechanisms of public administration of the agro-industrial complex of Ukraine was solved. Novelty: a model of optimization of mechanisms of public administration for ensuring sustainable development of the agro-industrial complex is proposed, which includes normative-legal, institutional, organizational-economic information and communication mechanisms in the field of agriculture development on the basis of sustainable development; the basis for the implementation of the directions of the adaptation scheme of the state management of the development of the agro-industrial complex has been determined; the mechanisms for implementation of a comprehensive program of public administration for sustainable development of agro-industrial complex are substantiated; methodological approaches to defining and substantiating ways of improving the efficiency of the economic mechanism of public administration at the stage of modernization of the Ukrainian economy have been improved; scientific bases of development of state management of agro-industrial complex on the basis of the analyzed foreign experience; further developed: the conceptual apparatus of science of public administration in terms of defining the definition of "public management of the agro-industrial complex"; methodological provisions of public administration regarding determination of costs and results of stages of the basic process of functioning of agro-industrial complex, their provision and maintenance, on the basis of methods of groups, correlation analysis and application of systems of probable correlations, influences of factors and measures; substantiation of the systematic approach to the application of the experience of foreign countries in the management of the agro-industrial complex.
