The dissertation is devoted to the scientific-theoretical and methodological justification of priority areas of use of public administration mechanisms, development of practical recommendations for the formation and implementation of state policy and
its focus on the intensive development of animal husbandry in order to increase the efficiency of production of high-quality livestock products and meet the needs of the population.
The dissertation paper substantiates topical issues about the need for state intervention and public authorities to ensure food security of the country due to the effective functioning of animal husbandry. However, the complexity and severity of the situation in the country's animal husbandry requires in-depth and comprehensive research in terms of forming their own vision of the potential opportunities of the
industry. This process requires the search for priority ways to form and activate the effective functions of a purposeful and effective state policy and mechanisms for its implementation in order to further develop the livestock industry. Methods and mechanisms of implementation of various types of state policy functions in the production of high-quality livestock products are substantiated. The state and main functions of state management mechanisms are determined, which should be subject to the implementation of local Executive authorities and local self-government bodies and ensure the effective development of the livestock industry.
The essence of the state policy is defined, which is a set of forms, methods, principles and tools by which the state provides influence on the production activity of livestock and on the functioning of the market of livestock products. Clarified that the policy is a universal mechanism for the functioning of society, the Foundation of the state authorities, the adoption and implementation of public-policy decisions, especially those that govern human relationships associated with sustaining livestock. Attention is focused on the fact that public policy measures should be open and receptive and only then will they ensure maximum consideration of the real needs of society, various social
groups and citizens.
Theoretical aspects and problems of formation of modern state policy, its content, tools, functions and activities are substantiated. It was found that for achieving a high level of livestock development in the country should promote the widespread implementation of public-policy decisions of a thorough, competent, targeted and scientifically sound state policy, which is an important condition for the existence of a legal and democratic state and the effective performance of its functions. It is noted that in the environment of state policy, a whole range of state-political decisions is taken, the necessary tools are being developed, and mechanisms of state management for their
implementation in animal husbandry are being formed.
The practical significance of the theoretical provisions and methodological recommendations of the study for the theory and practice of public administration is to provide opportunities for the development of the conceptual provisions of public policy and its direct impact on the regulation of livestock production using the levers and tools of public administration mechanisms. The necessity of using methodology and methods of research organizational-economic bases of the mechanism of formation of strategy, development and implementation of strategic programs that define a sequence of specific actions of public authorities are an important guideline for achieving the desired end results in the development of animal husbandry.
It is believed that in order to display the important intentions of the government, it is necessary to focus not only on General issues, but also on a specific list of choices that are carried out within the framework of state policy. It should be a designed program of target values and practical actions to achieve the goal, especially in the study of modern problems in the development of the livestock industry. It is pointed out that the processes of formation and implementation of state policy should be targeted, take place in successive and interrelated stages in order to ensure the further effective development of animal husbandry. At the same time, the formation of an effective state policy will depend on the effectiveness of the mechanism of full provision of institutional forms and tools, previously justified themselves, when it is implemented by
the main actors of the political process in animal husbandry.
