Essay

The thesis has investigated the essence and content of institutional support for balanced environmental management in the context of cross-border cooperation. The role of state regulation in introduction of institutional support for balanced environmental management in cross-border and border regions has been substantiated. The methodological bases for balancing the system of nature management in the context of cross-border cooperation have been justified, which are based on institutional support and provide for the application of the author's methodological approachbased on a conceptual methods and normative-legal regulation as well as the appropriate mechanisms and instruments for their implementation. Methodological-institutional approach has been defined, which consists of complex analysis of the results of cross-border cooperation, as well as of step-by-step improvement of the project implementationof ecologically-balanced development concept of cross-border and border regions, which enables to introduce European standards, improve and develop trans-border cooperation, executive authorities and local self-government bodies for the implementation and control of environmental projects and programs. Ecological and economic analysis of the current state and existing problems of balancing cross-border nature management have been carried out, as well as a linear multifactorial model based on three components (economic, environmental and social). The development of a mathematical model makes it possible to determine the components of the development of institutional aspects of balanced environmental management. An important stage of environmentally safe and balanced environmental management in the border areas is the development of a financial and economic mechanism for regulating the investment support of the environmental sector. This mechanism is implemented through the development and implementation of appropriate tools in the system of environmental management and impact on environmental users in the process of implementation of Strategies, programs and projects of cross-border cooperation. There are theoretical and methodological regulation of state policy as a component of the system of institutional support of cross-border cooperation, which includes the stages of design: (current state assessment and forecasting); implementation (preparation of management decisions by the regulatory framework, coordination of mechanisms of interaction between authorities at different levels, financial and investment support, introduction of institutions for the implementation of cross-border projects in border regions of Ukraine), verification of entities to establish the actual status of the planned level with the purpose of its further correction, as well as the restoration and conservation of the natural resource potential of the border regions. A methodological-institutional approach has been proposed, which consists of a comprehensive analysis of the results of cross-border cooperation, as well as a step-by-step improvement of the concept project of ecologically-balanced development of cross-border and border regions, which allows to introduce European standards, improve and develop European standards, executive bodies and local self-government bodies to implement and control environmental projects and programs. The necessary strategic imperatives and preconditions for developing a strategy of cross-border cooperation between Ukraine and the neighboring countries based on the joint implementation of the Strategies, programs and agreements that correspond to the strategic directions of ecological-economic and social development of each country and region, the needs and future objectives of cross-border cooperation have been developed and scientifically substantiated from the point of complex synergic approach in order to avoid the isolated development of only one side in the context of cross-border cooperation and Euroregional cooperation.
