Essay

The dissertation is the subject of research and development of methods and models of harmonization of IT of balanced educational space at the value-oriented approach for ZVO. The analysis of existing types of convergence and divergence in the technical fields showed specific, problematic and narrow areas of their application in the process of educational development (different levels of accreditation and different forms of financing) in different regions of Ukraine. The concepts of IT harmonization of the balanced educational space, formed in the work, became the basis for research, as a result of which the existing and developed new methods and models of management decision-making at the value-oriented approach of managing quality and efficiency in the development of HEA were improved. The purpose of the research is to introduce the proposed models and methods of the competence approach in the development of information technologies for the harmonization of the educational environment on the basis of the formation of algorithmic and software balanced solution of the scientific and applied problem of improving the quality and efficiency of the use of information technologies to ensure the development of НЕA. The analysis of the general problem of formation of information technologies of educational environment is carried out, the features and bottlenecks of their formation are determined; the basic and improved standards for management and provision of educational services (scientific and educational educational programs) under the conditions of autonomy of higher education institutions are considered. Conducting a review and analytical study of scientific literature sources identified promising areas for further research. The foundations of the methodology for harmonizing the IT of the balanced educational space have become the basis for research, resulting in improved existing and develop new methods and models of managerial decision-making in the value-oriented approach to managing quality and efficiency in the development of HEA. The theoretical and applied value of the obtained results is determined on the examples of practical application of the developed models and methods of functioning of the EITI. The object of the study is the process of forming a harmonized educational information space. The subject of the research is the value-competence models and methods of balanced management information technology in higher education institutions. The practical implementation of the author's models and methods of IT harmonization is presented in the form of algorithms and software subsystems of the balanced information management system higher education institutions. The «IT higher education institutions» software package, developed on this basis, allows to remotely harmonize IT management values. Models of integration of the convergence and divergence management system in accordance with the existing standards are also constructed, which ensure the integration of the developments into the basic document of the higher education institutions. Testing and implementation of the developed models and methods, implementation of the research works of the Kyiv National University of Civil Engineering and Architecture, as well as the implementation of the Ministry of Finance and Ministry of Education of Ukraine topics.
