The dissertation is devoted to the development and substantiation of theoretical and methodological provisions and practical recommendations on the conceptual interrelation of the banking sector and socio-economic development of the country in the conditions of state regulation.
Scientific approaches to determining the essence and significance of state regulation of the banking sector through the identification of characteristics are proposed and the following principles are proposed: ensuring the preservation of competition between participants in the banking sector; stimulating the desire of participants in the banking sector to take risks to increase their assets; ensuring transparency of the activities of participants in the banking sector; there should be no increase in compliance costs with state-owned banks, banks of foreign banking groups and banks with private capital, in order to avoid banks withdrawing their operations into the financial sector that are not subject to regulatory control.
The methodological basis for the formation of state regulation of the banking sector is substantiated and the mechanism of state regulation of the banking sector is proposed and its component structure, which includes the elements necessary for efficient organization and implementation of the regulatory function of the state, is described. and the banking sector.
The links between the banking sector and the problematic components of state regulation have been established: "regulation", "compliance with regulatory norms", "resources" and "risks" and it has been proved that the imperfection of the mechanism of regulation of banking sector activity, most often, causes problems government regulatory measures, resource scarcity, and high risks.
The methodological basis of the study of the state regulation of the banking sector is generalized, the concept of socio-economic development of the country in the context of the state regulation of the banking sector activity is developed and it is proved that the activity of banks with public share, banks of foreign banking groups and banks with private capital should be clearly structured depending on the sector with diversification by region, as well as depending on the capital intensity and riskiness of the projects.
The modern tendencies of influence of banking sector activity on the socio-economic development of the country are analyzed in order to identify restrictive barriers to interaction at the micro-, meso- and macro-levels and suggest the definition of "synergy of the banking sector with socio-economic" as a mutual influence one whose activities are focused on meeting the needs of the banking sector and socio-economic development at the micro-, meso- and macro- levels, according to their targets.
The mechanism of multifactor regulation is proposed to incorporate the element of leveling of negative consequences and obstacles of deepening of concentration of the capital by means of tools of antitrust regulation. Prospective directions of interaction of the banking sector and socio-economic development of the country from the point of view of strengthening and achievement of positive macroeconomic effects are determined and a cluster analysis of the banking sector is offered, which makes it possible to assess the effectiveness of checks by the state regulator.
Recommendations on optimization of the current practice of banking sector interaction and socio-economic development have been developed, including the participation of the state regulator in this process and, based on the general content of the methodology, the functions of the methodology of the state regulation of banking sector activity, specifics of the study to achieve the synergy of the banking sector -economic development of the country, obtaining comprehensive information about the processes and phenomena related to synergy, as well as about some of the significant participants in the banking sector are subjects of socio-economic development.
It is proposed to incorporate an element of leveling the negative consequences and obstacles of deepening the concentration of capital into the mechanism of multifactor regulation with the help of antitrust regulation tools. The incorporation of this element will reduce the negative impact of the monopoly position of corporations on the development of private initiative, quality and availability of banking and financial services, increase competition and help increase the competitiveness of domestic products and others.
