Essay

The system study on scientific problem solving concerning improvement of formation and functioning of the ecological and economic property relations system on the basis of multifunctionality of land use in market conditions is carried out in the dissertation work. The theoretical essence and concept of economic and ecological relations of land ownership are revealed. A conceptual model of the new institutional-behavioral economic theory, which is a combination of new institutional and behavioral economics theories, as a paradigm of development is developed. An assessment of trends in the state of land use in Ukraine by social, economic and environmental interests is conducted. The strategic trends of development of property relations, conceptual principles of management of land and other natural resources ownership are determined. Theoretical principles of development of economic and ecological property relations are substantiated, and increase in the role of the state in their management is provided. Problems of development from the standpoint of assessing the state of legislative and regulatory support, tendencies in development of various forms of land use, their circulation in modern conditions are revealed. The scientific principles for the formation of the institutional environment of introduction of the value of the rights to land in land use economics, methodological approaches to estimating the value of the right of land management and its efficiency are offered. The normative monetary valuation of agricultural lands is improved and a methodical approach to determining the cost of land plots is developed using the rules of fuzzy logic. The system of relations of appurtenances in the context of multifunctional land use formation is formed. The types of relationship rights of land owners, landholders and corporate associations are defined. The improvement of information support of the property rights system and the methodological and methodical approach to assessing the effectiveness of ownership and land use forms are provided.
