Khandiy O. State Regulation of Using Social Resources for the Development of the National Economy

The dissertation purpose is the formation and development of theoretical and methodological, scientific and methodical principles of state regulation of using social resources for the development of the national economy. The research object is state regulation of using social resources for the development of the national economy. The research subject is theoretical and methodological, scientific and methodical aspects of state regulation of using social resources as factors of economic growth. The scientific novelty of the obtained results is the development of theoretical and methodological foundations of state regulation of using social resources for the development of the national economy, and the development of scientific and practical recommendations for determining the strategic priorities of involving and using social resources. The practical significance of the research results is bringing the scientific provisions and conceptual approaches concerning the formation, conservation and use of social resources as factors of economic growth to the level of proposals and recommendations of applied nature. Those provisions and approaches were approved and implemented in the activities of the central bodies of legislative and executive power of Ukraine with documentary evidence. Theoretical-methodological and scientific-methodical bases of state regulation of use of social resources of development of national economy are developed. The essence and content of structural components of social resources are revealed, their leading role in ensuring economic growth on the basis of sustainable development is substantiated. The normative-legal and organizational-economic support of the state regulation of the use of social resources is studied. Obstacles and risks of decentralization reform, which hinder the development of social resources, have been identified. The high importance of social resources in achieving the national Sustainable Development Goals has been proved. Conceptual bases of estimation and a technique of definition of an integral index of social and labor potentials as factors of economic growth are offered. A quantitative assessment of the degree of negative impact of the decline in social and labor potential on the country's GDP as a result of the annexation of Crimea and the armed conflict in eastern Ukraine. A scientific and methodological approach to determining the mobilization potential of social resources has been developed. Forms of self-organization of internally displaced persons are revealed, their important role as a resource for the development of host communities is proved. Strategic directions and tasks on formation, preservation and use of social resources of development of national economy are developed.
