The study highlights the theoretical and methodological foundations of the future border guard officers’ professional culture formation in the higher military educational institution, as well as the results of experimental testing of the effectiveness of this personality trait formation concept. The border guard officers’ professional culture is interpreted as an integrative systematic formation that characterizes the way of their professional activity, covers a set of values, core beliefs and special knowledge in the field of border protection, a complex of qualities, and skills, and defines professional thinking, behavior in a professional environment, professional models of interaction and communication. It is a condition and precondition for the effective professional activity. Structurally, the future border guard officers’ professional culture includes value- related, cognitive, communicative, activity-based and professional-personal components. Apart from that, axiological, cognitive, interactive, behavioral and personal criteria, as well as their corresponding indicators including their four levels (high, medium, sufficient and low) have been propounded to identify the future border guard officers’ professional culture formation.
In addition, the peculiarities of the professional culture formation of the representatives of border guard departments of some other countries of the world have been elaborated; the essence, the structure and content of the professional competence of the future border guard officers have been covered; the concept of its formation has been presented. The concept of the professional culture formation as a system of fundamental knowledge reveals the essence, content, peculiarities of this process, as well as methods of activity, the main measures concerning this personality trait formation in the higher military educational institution in detail. The methodological level of the concept determines the necessity to form the professional culture of future border guard officers based on systemic, activity-related, cultural, personality-oriented, environmental and competence approaches. The theoretical level is grounded on the basic principles of the philosophical theories of culture, cultural foundations of nations, historical education, communicative philosophy, interpersonal communication, information society and active learning. The technological level reveals the technology of formation of the future border guard officers’ professional culture – the sequence of implementation of pedagogical conditions, as well as required content, forms and methods of the professional culture formation, monitoring of the effectiveness of this process.
The technology of forming the future border guard officers’ professional culture in the higher military educational institution is an algorithm, sequence of pedagogical conditions, imperative content, forms, methods, and techniques, modality of pedagogical actions and means of organizing the educational process, teacher-cadet interaction. Structurally, the technology of forming the future border guard officers’ professional culture in the higher military educational institution covers the goal-oriented, conceptual, procedural and resulting components. The technology determines the expediency of forming the professional culture of future border guard officers in the higher military educational institution during four stages: acquaintance, formation, actualization and individualization.
The results of the formative stage of the experiment, which was conducted to test the concept and technology of the future border guard officers’ professional culture formation in the higher military educational institution, have been highlighted. Analysis of its results, in particular the dynamics of qualitative and quantitative changes in the levels of professional culture formation of cadets experimental groups before and after the stage of the experiment development, has confirmed the working hypothesis of the research.
The essence of the concept «future border guard officers’ professional culture», its structure and content, as well as criteria owning to the indicators that allow diagnosing the formation of this professionally important property during cadets training have been improved. Scientific ideas concerning the peculiarities of the professional culture formation of future specialists of border guard services of some foreign countries have been taken to the next stage; the essence of the concepts «professional culture», «border guard officers’ professional culture» has been evolved. Finally, the methodical recommendations for forming future border guard officers’ professional culture in the higher military educational institution have been developed based on the research.
