The study substantiates and develops theoretical and methodological foundations for the formation of professional competence of future specialists in information and communication technologies. We interpret the concept of professional competence of future specialists in information and communication technologies as the integrative quality of the personality of a university graduate, characterized by its ability to effectively work with information, modern software, technical and telecommunications in order to find the most effective and optimal solution to professional problems. We interpret the concept of professional competence of future specialists in information and communication technologies as the integrative quality of the personality of a university graduate, characterized by its ability to effectively work with information, modern software, technical and telecommunications in order to find the most effective and optimal solution to professional problems. Criteria (cognitive-informational, motivational-valuable, professional-active, interpersonal), indicators and levels of professional competence of future specialists in information and communication technologies (high, medium and low) are highlighted and characterized. The dissertation is based on the provisions of competency, activity, integrative, resource-oriented and systemic approaches; principles of training that contribute to the formation of professional competence of future specialists in information and communication technologies (science; systematic and consistent; accessibility of education; the relationship of education with life; consciousness and activity of students in education; visibility in education; strength of assimilation of knowledge, skills; commitment; individual approach to students; emotional training); pedagogical, psychological and methodological provisions characterizing the processes and patterns of the formation of professional competence of future specialists in information and communication technologies at the university. The content and structure of the system for the formation of professional competence of future specialists in information and communication technologies are analyzed, its components (conceptual-targeted; motivational-axiological; process-technological; personality-developing; criteria-diagnostic) are identified. At the methodological, theoretical, technological and methodological levels, the author’s concept of the formation of professional competence of future specialists in information and communication technologies is proposed. The concept includes four interconnected components that contribute to the implementation of the leading research idea: methodological, theoretical, technological and methodological. The pedagogical conditions for the formation of professional competence of future specialists in information and communication technologies, the components of the system for the formation of professional competence of future specialists in information and communication technologies have been highlighted, theoretically justified and implemented: future specialists in information and communication technologies will strengthen their motivation to build professional competency using IT start-up of projects (start-up project in the field of information and communication technologies) improving the content of the training of future specialists in information and communication technologies through the development and implementation of special courses; application in the process of forming professional competence of future specialists in information and communication technologies of CRM systems; development and use of an interactive information and consulting resource. The model of the system of formation of professional competence of future specialists in information and communication technologies has been developed and experimentally tested. Educational and methodological support for the formation of professional competence of future specialists in information and communication technologies is proposed. Based on the experimental verification of the model, the effectiveness of the practical implementation of the recommended provisions on the formation of professional competence of future information and communication technology specialists has been proved.
