The essence of the concepts «balanced regional development» and «social responsibility of higher education institutions» is specified. The mechanism of influence and methodical support for diagnosing the impact of social responsibility of higher education institutions on balanced regional development are formed. An approach to the assessment of the process of ensuring balanced regional development is developed, which provided an opportunity to determine the levels and types of development of the regions of Ukraine for 2009-2018, to form appropriate clusters. The strategic tools for strengthening the social responsibility of the participants of regional relations in the process of ensuring balanced regional development are improved. Theoretical and practical bases of application of territorial marketing as a social-communication technology of formation of regional identity are considered. The necessity of managing the reputation of higher education institutions is substantiated, as well as the approach to making managerial decisions taking into account the values and norms of social responsibility is proposed. Priorities are streamlined and effective forms of interaction between business and higher education institutions in the context of ensuring balanced regional development are substantiated. The basis for strengthening the role of socially responsible content of educational programs of higher education institutions is formed.
