The dissertation on competition of a scientific degree of the doctor of economic sciences on a specialty 08.00.05 – development of productive forces and regional economy (branch of knowledge – economic sciences). – National University "Chernihiv Polytechnic" MES of Ukraine, Chernihiv, 2020. The dissertation is devoted to deepening of theoretical positions concerning structural modernization of regional economy, substantiation of methodological bases and practical recommendations on acceleration of these processes through capitalization of intellectual potential. To deepen the conceptual and categorical apparatus of the theory of structural modernization of the regional economy by clarifying the essence of the concepts: "structure of the economic system"; "Structure of the region"; "Structural shifts in the regional economic system"; "Structural transformation of regional economic systems"; "Intellectualization of the regional economic system"; "Intellectual resources of the regions". Studies of the regional economic system in terms of levels of influence and transformation have identified the classification features of the structure of the economy of the regions, including: mega-, macro-, meso- and micro-level. The composition of intellectualization of the economic system of regions is determined, which includes the periods: formation, formation and sustainable development. Highlighting the factors of structural changes in the regional economic system, the laws of accelerating modernization formulated the conceptual principles of modernization of the regional economy using the intellectual-digital paradigm. The basic theoretical and methodological principles of structural modernization of the regional economy through the capitalization of intellectual potential are formulated. It is proposed to build a system of principles, which provides for grouping the principles of modernization of the structure of regions by: place in the research methodology, namely general scientific principles of economic research and special principles, the function of motivation to modernize regions and levels of regulation of structural changes. The methodological approach to substantiation of mutual coherence of structural transformations with the level of intellectualization of the regional space is improved and assumes that the gross regional product is an effective sign of revealing the effectiveness of structural changes in the economy of regions. As a result of the conducted economic-mathematical modeling the factors which have the most essential influence on structural changes in regional development are allocated. The functions of intellectual resources in the process of modernization of the regional economy as a specific product of human activity are highlighted. Based on them, five main functional components that perform intellectual resources in the system of regional development are identified, namely: scientific, educational, managerial, market and social-settlement components. A methodical approach to forecasting the development of the regional socio-economic system is developed, which is based on the forecast of opportunities and limitations of socio-economic development using the method of exponential smoothing. The priority tasks of modernization are singled out taking into account the innovative nature and goals of realization of the intellectual-target paradigm in the processes of regulation of structural shifts of the regional economy. A matrix of strategic planning using realistic scenarios of structural changes in the regional economy has been developed. Criteria of strategic planning concerning scenarios of structural modernization of economy of regions are defined. A methodical approach to estimating the impact of intellectual resources on structural changes in the regional economy is proposed, which is revealed by adapting the mathematical tools for estimating the resulting model of dodecahedron space.
