Essay

The theoretical and methodological principles are substantiate in the dissertation. It was developed practical proposals for the institutionalization of strategic communications in the system of public administration. The author defines the concept of «strategic communications», «strategic communications in public management», «strategic narrative», «designing strategic communications», «synchronization of communications». Proved that the institutionalization of strategic communication in the system of public administration – it’s the process and the result of the process of, regulatory and organizational support for strategic communications in consistent purposeful activity of public administration with the formulation and implementation of public policy, technology of public administration, is a certain set of actions that must be consistently, properly using specific tools and techniques implemented by the subject of public administration in the information space to achieve strategic goals. The conception and implementation of strategic communications in the system of public administration of Ukraine, aimed at implementing the communication capacity of public administration to ensure sustainable development of Ukraine. It has been developed a model of institutional support of strategic communications in the system of public administration, the introduction of which causes the managerial resonance in achieving public policy goals. This model is based on a systematic approach taking into account the levels of public administration and the peculiarities of relationship between the subjects of strategic communications and provides a coordination center for general horizontal-vertical synchronization of communication.
